Actually it's the reverse. Jerry Jones used Pacman to draw crowd to his new Cowboy stadium. he knew Pacquiao can draw that much crowd so he vied for the match to be held in his stadium. And Bob Arum being the businessman that he is, realized the money involved in what Jerry Jones wants, so he agreed unconditionally because both of them will benefit from the number of fans Pacquiao can draw. =)

They could of sold out the stadium if Mayweather didn't chicken out of the fight…..it could of drew 100,000. Manny Pacquiao is the #1 draw in boxing which is a fact that is hard to dispute.
cmon man.. they could of fought at the university of texas foot ball stadium and filled 50,000.. pacquaio is the draw.. not no 80 yard television!
